memory

Hello. Can someone explain this? We have a SQL 2000
cluster (active/passive) with each server having 2 CPUs
and 4GB of RAM. When booting up, the server detects 4GB of
RAM however from the SQL side I only see 3808MB. /3GB
switch is enabled on both sides of the clusters' boot.ini
file. I have enabled AWE within SQL Server. Does the OS of
low-level utility (like Compaq Insight Manager) grab
memeory off the top?
Any help would be greatly appreciated.
